Helena has extensive experience advising private sector clients on public procurement and government contracting matters across various industries, as well as advising public sector clients by designing and coordinating legal frameworks for Public-Private Partnerships (PPPs) and public service concessions, assisting with Public Call for Expressions of Interest (EoI Procedure) and tender offers.
Over the course of her career, she has accumulated experience in top-tier law firms and has also worked as in-house counsel at a consulting firm, directly involved in the execution of major infrastructure projects.
Admitted to the Brazilian Bar Association, Sao Paulo Chapter.

• LL.B. in Law from Faculdade de Direito Milton Campos (2006);
• Postgraduate Certificate in Human Rights from the University of Coimbra Law School, Portugal (2007); and
• Master’s Degree (LL.M.) in Public Policy and Development from Université Paris Descartes – Paris V (2017).
